Launch of Double-Degree Programs with the University of Arizona

The long-awaited launch of double-degree programs with the University of Arizona took place at Kozybayev University. The project, which began last year, aims to implement the Head of State’s directive on opening branches of prestigious foreign universities in Kazakhstan. A memorandum of understanding was signed between the University of Arizona, Kozybayev University, and the Ministry of Education and Science of the Republic of Kazakhstan. The joint programs are offered through grants in three languages—English, Kazakh, and Russian—covering IT, engineering, agro- and biotechnology. A key feature is the opportunity for Kazakhstani students to earn two diplomas: one from Kozybayev University and the original diploma from the University of Arizona.

“Today marks a very important milestone in the history of our university—the launch of double-degree programs meeting international standards with the University of Arizona. I have always said that this project will have a multiplier effect on regional development. Today, we have already enrolled 170 new students from across the country. Our goal is to increase the university’s student body to 10,000. Our region should become a magnet for attracting young talent,” said Kumar Aksakalov, Akim of the North Kazakhstan region.

The ceremonial event was attended by the Minister of Science and Higher Education of Kazakhstan, partners from the University of Arizona, students, their parents, and employers.

Minister of Science and Higher Education Sayasat Nurbek addressed the students: “You have made the right choice! This university will become a new point of growth. For the first time, a full-fledged campus of an American university is opening here. Over the past five years, the University of Arizona has been ranked among the most innovative universities in the USA. It employs 1,700 faculty members, including five Nobel laureates and seven Pulitzer Prize winners. You will study courses in English and interact directly with top instructors… Efforts to enhance the competitiveness of higher education will continue.”

A significant moment of the event was the signing of cooperation agreements with the University of Arizona. Lisl Folks, Vice President of the University of Arizona, emphasized that one of the most successful aspects of the international program is that double-degree students will have the opportunity to study at the University of Arizona campus during their fourth year. This will help prepare highly competitive specialists.

A total of 170 students from across Kazakhstan enrolled in the double-degree international programs. On the launch day, they received commemorative branded gifts featuring mascots from both universities.

Chairman of the Board–Rector of Kozybayev University, Erlan Shulanov, thanked the leadership of North Kazakhstan, the Ministry of Science and Higher Education, as well as the university staff and students for their comprehensive support of this ambitious project. “Dear students, you are the best! You have truly chosen your university. Education is a passport to the future, because tomorrow belongs to those who prepare for it today,” he concluded.

Participants were also given a tour of the scientific centers in the new academic and laboratory building of the university, where students of the international programs will study in the future. This project will elevate the Kozybayev University brand to a new level, provide access to foreign education without leaving North Kazakhstan, attract talented youth, and equip them with highly qualified skills.
